Computer Use Policy

Town of DeRuyter Use of Computer and Related Equipment Policy

 

The Town of DeRuyter provides computer and computing services for employees to conduct town business. Users are considered persons who perform work on data or access any computing system within the Town of DeRuyter network. Use of all computers and computing services are subject to the following conditions:

  1. Acceptable Use: All communications, computers and software must be for the purpose of conducting town business, or gaining technical or subject matter knowledge and analytical advice for town business.

  2. Unacceptable Use: All communications, computers, and software shall not be used for personal gain or advancement of individual views. All communications, computes, and software must not disrupt the operation of the Town network. It must not interfere with the employee productivity. Users are strictly prohibited from accessing the Internet for any illegal activities.

  3. Security: Passwords and usernames are to be kept secure and are not to be shared with anyone, except when requested by the appropriate Department Head.

  4. Communications: Each user is accountable to the Town for the content of all text, audio, or images that are placed on or sent over the Town network or the Internet. Fraudulent, derogatory, harassing, or obscene communications are prohibited.

  5. Harassment: Harassment of any kind through the Internet is prohibited. No messages with derogatory or inflammatory remarks about an individual or group’s race, religion, national origin, political affiliation, physical attributes, gender, sexual orientation, or disability will be transmitted by employees.

  6. Software: There will be no unauthorized downloading of any software. All software downloads will be approved by the appropriate Department Head.

  7. Copyright: Users should not download and/or install programs from the Internet that could possible violate copyright laws. Licensed software only sold to the Town of DeRuyter is approved for operation on Town equipment. Additional anti-virus and spyware/adware programs other than those provided by the Town should not be installed as they may interfere with present protections.

  8. Data: All data, software and email located on servers, desktops, or portable/removable storage media is the property of the Town of DeRuyter. This data should not be shared with anyone not authorized to view such information. Users should not attempt to access any data, software, or email contained on Town of DeRuyter systems for which they do not have authorization or explicit consent of the owner of such information. Users are responsible for protecting any information used and/or stored on/in their Town of DeRuyter accounts.

  9. Privacy: All information and messages created, sent, or retrieved over the Town network or Internet in the property of the Town, and should not be considered confidential. Information and messages that are erased are still retrievable and are still subject to review. Subject to state and federal law, the Town reserves and intends to periodically exercise the right to access and monitor all messages and data on Town owned computer systems.

  10. Disclosure: Messages sent or retrieved by Town users may be released under the Freedom of Information Law, and/or subject to discovery proceedings in legal actions.

  11. Restrictions by Law: There shall be no right to review, audit, intercept, access, or disclose that protected or made confidential by state or federal law.

  12. Representation: Users shall not represent themselves as Town officials or official Town spokesperson(s) on any website, forum, or other electronic format without approval from their Department Head. Neither shall users post any communication and represent them as official statements of the Town except as authorized by their Department Head and in performance of official Town duties and functions.

  13. Reporting: Users are required to report any weakness in Town of DeRuyter computing environment security and any incidents of possible misuse or violation of this policy and procedure to the Town Supervisor.

  14. Vulnerabilities: Users shall not download, install, or run security programs or utilities which reveal weaknesses in the security of any system. For example, users shall not run password cracking programs or proxy/firewall bypass programs on Town of DeRuyter computing systems.

  15. Personal Use: Personal use of computing systems owned by the Town of DeRuyter must be authorized by the user’s Department Head. Personal use of Town computing systems shall not be authorized for any purpose in which the user acquires personal financial gain.

  16. Social Media Sites: Social media sites, including but not limited to Facebook, YouTube, Twitter, are effective tools for communicating Town messages to the public. The access of social media sites on Town computing systems is limited to maintaining Town accounts and/or acquiring information pertaining to the governance of the Town.

  17. Violations: Violations of this policy are subject to disciplinary action up to and including dismissal subject to the appropriate provisions in Civil Service Law and Rule, and other laws, rules, or regulations as applicable.
